士官智库作为新型智库,有着鲜明的中国特色和军队属性,是中国特色新型军事智库的重要组成。深刻而准确的剖析士官智库的特征和功能定位是进行其建设所要解决的重要问题。本文首先从其政治属性、研究对象及运行组织等角度深入分析了士官智库的三大特征,并在此基础上,全面深入分析了士官智库的三大功能,保障了智库建设的目标方向正确、成果产出管用、作用发挥明显。

Petty Officer’s Think Tank is a New military think-tank,with fresh clear Chinese characteristics and military attributes,and is an importance part of the New Military Think-tank with Chinese Characteristics.From the perspective of'political attributes'and'research objectives'and'the organizational operation',this paper makes a thorough analysis of the three greatest characteristics.Furthermore,the three greatest functions are analyzed according to the attributes of Petty officer’s think tank to ensure the correctness of the direction of think tank construction,the usefulness of the achievement,and the function.
