Prevention and Control of Social Risk and Policing Strategy Transformation in the Period of Historical Convergence

党的十九大报告确定我国正处于历史的交汇期,其显著特点就是高风险。处于高风险期的警务工作面临五大风险的挑战:政治安全风险、新技术风险、经济金融风险、公共安全风险以及网络安全风险等。为了因应这些挑战,我国警务战略需从以下"四个方面、八大转型"着手进行调整:警务价值目标从应对危机转向防控风险;警务体制从管理转向治理;警务机制从专项斗争转向体系建设;警务决策从行政主导转向民意融合;警务认同模式从权力警务转向权威警务;警务主体资源从阶层两极转向中产阶层;警务运行场域从经验主导转向数据主导;警务实践模式从被动警务转向主动警务。

The 19thCPC National Congress’s report has confirmed that China is in the period of historical convergence,which is characterized by high risk.The policing practices in the high-risk period face five major risks:political security risk,new technology risk,economic and financial risk,public security risk and network security risk,etc.In order to meet these challenges,China’s policing strategy should be adjusted based on the'four aspects,eight turns':the goal of policing value changes from coping with crisis to preventing and controlling risk;policing system transforms from management to governance;policing mechanism moves from special struggle to system construction;policing decision shifts from administrative leading to public opinion fusion;the pattern of policing identity changes from power-oriented policing to authority-oriented policing;policing security resources turn from the two poles of the social class to the middle class;policing operation field changes from experience-leading to data-leading;the mode of policing practice turns from passive policing to active policing.
