基于广电网络运营架构的广电金卡运行监管技术研究

Broadcasting Network Operation Architecture Based Regulatory Technology for Broadcasting Gold Card Payment System Operation

本文在对广电金卡系统监管目的和需求分析的基础上,基于广电网络运营架构,提出了行业监管和自监管两级技术体系。两个级别层次均由监督管理部门,政策、规章制度及标准规范,监管内容方法及技术系统三个方面要素构成。根据行业和自监管的不同层次定位,本文就三个组成方面分别提出了相关的功能和技术要求。最后,本文根据所提出的监管体系就其实现方案进行了简要讨论。

After the analysis of the aims and requirements of broadcasting gold card payment system operation regulation,this paper proposes a duallayer regulatory including both industrial regulatory and self-regulatory.Each of them presents three constituent elements,i.e.,the supervision department,the policies,rules and standards,and the required regulatory aspects and technical systems.Accordingly,the functional and technical requirements of these elements are specifed corresponding to the two layers.Finally,the implementation issues of the proposed hierarchy are discussed.
