民族文化旅游资源产权界定问题探讨

On the Property Rights Delimitation of Ethnic Culture Tourist Resources

如何更好地解决民族文化开发经营的产权问题并推进民族文化旅游业的可持续发展,必须从民族文化旅游资源产权界定说起。从产权概念分析开始,对国内学者的先期研究进行简单总结和评价,随后提出如下观点:民族文化旅游资源产权范围应该包括所有的有形和无形的民族文化;产权主体应该包括目的地所有的居民,无论其是否参与旅游业;由于民族文化旅游资源的准公共品性质,在界定产权时必须要考虑一些影响因素。

With the flourishing of ethnic culture tour, it is urgent to resolve the problems of interest conflict better and keep the sustainable development of ethnic culture tourism. It must begin with the property rights delimitation of ethnic culture tourism. The property rights delimitation should include tangible and intangible ethnic culture. The subject of property right should include all the inhabitants of tourism district, no matter whether they take part in the tourism industry or not. As the ethnic culture tourism resource has quasi public goods nature, it must take some influencing factors into consideration when delimitating the property rights.
