研究少数民族地区社区学院功能定位及能力建设问题,无疑对社区学院的建设提供理论指引。文章阐述了少数民族地区社区学院功能定位和能力建设的研究意义和研究理论,并提出具体措施:政府要加强调控社会各机构,整合社会资源支持办好社区学院;社区学院要加大教育宣传力度和影响力;要在资源配置;不同人群需求;在不同民族地区开展不同的教育;开展学分银行构建,与各类教育进行有效衔接等方面开展有效工作。

On the bases of expounding the research significance and theories of function orientation and capacity building of community college in ethnic minority regions,the article puts forward some advice to better the construction of community colleges,namely,the government must strengthen the regulation of social institutions and integrate social resources to support community college construction;Community colleges should strengthen the propaganda to expand the influence of community education;Community colleges should perfect the allocation of resources to meet the demand of different people;Community college should provide relevant curricula to the ethnic minority communities;and Community colleges should build credit bank to connect with different education types effectively,etc.
