长期以来,中美经贸关系是稳定两国政治关系的'压舱石',双方坚守斗而不破的红线和底线,中美两国的贸易与投资联系日益紧密。当前特朗普政府以中美贸易的严重失衡为切入口,不断在人民币汇率、知识产权保护、投资准入等一系列问题上向中国发起挑战。在国内,特朗普政府将贸易失衡与美国国内失业问题关联起来,欲利用税收改革计划推动制造业回流。在国际上,美国由多边合作转向双边合作和单边主义,不惜向传统盟友开战。中国是美国经济外交政策实施的主要对象。特朗普高调指责中国'盗走'了美国人的就业机会,大有与中国开展全面贸易战的态度。对此,中国政府要从国家经济安全高度全面评估美国贸易保护对中国经济的负面影响,做好对话协商和打贸易战的两手准备。

For a long time,the Sino-U.S.economic and trade relations have been a'ballast stone'for stabilizing the political relations between the two countries.The two sides stick to the red as well as the bottom line of contesting without breaking,and the Sino-U.S.trade and investment are ever developing.At present,the Trump administration takes the serious imbalance in Sino-U.S.trade as its entry point,and continues to challenge China on a series of issues such as RMB exchange rate,intellectual property protection,and investment access.Domestically,the Trump administration has linked the trade imbalance with the problem of unemployment in the United States,and intends to use tax reform to promote the return of the manufacturing industry.Internationally,the United States has shifted from multilateral cooperation to bilateral cooperation and unilateralism,and has not hesitated to wage war on traditional allies.China is the main target of the implementation of the U.S.economic and foreign policies.Trump conspicuously accuses China of'stealing'Americans’employment opportunities and has a big attitude towards conducting a full-scale trade war with China.In this regard,the Chinese government must highly evaluate the negative impact of US trade protection on the Chinese economy at the national economic security level,and make full preparations for dialog,negotiation,and trade war.
