构建新型中美俄大国关系

Building New Relations between China,America and Russia

本文讨论了中国着眼于国际战略大格局和大视野中的中俄与中美关系。笔者认为,中俄关系是当今世界大国关系的典范,相互间更多的是战略性合作;中美关系包括相互依存的经济关系和以合作为主的政治关系,是战略和务实的双重关系;俄美关系则更多地表现为战略性对抗和争夺。中国元素在调整和构建新型大国关系中发挥独特和关键的作用。中国处在政治战略和经贸实务交会点上,把俄美看作“行天下之大道”的结伴者、“立天下之正位”的合作者,而不是对立面。俄美若能相互包容、互鉴互学、增信释疑、聚焦合作,便能互利共赢。中美俄三国只有顺应大势、求同存异、和平共处、共谋发展、共享成果,践行构建人类命运共同体理念,才有希望。

The great power has always been a hot topic in the domain of internation ill relations and diplomacy,because the relations between great pow-ers and their diplomatic operations arc directly related to international and re-gional development,global peace,stabil让y,rise and decline,as well as the disposal of numerous major global and regional affairs.Given the defining proper-ties of great power,perhaps only China,America and Russia can be called great powers in today's work!China focuses on the international strategic pattern in developing relations with America and Kussia.China and Russia can be said to have set a good model for the relations between the worlds great powers by co-operating strategically with each other.Between China and America,we see a dual relationship:an interdependenteconomic relation an da cooperation-based political relation.The Russian—US relation.however.is featured more by strategic confrontation and competirion.Since China is at the intersection of po-litical strategy and economic and trade practice,the Chinese element has a u-nique and crucial role to phv in adjusting and creating a new type of great power relationship.China regards Russia and the United States as partners and collabora-tors;Russia and America would be able to achieve mutual benefit if they could tolerate and learn from each other more,increase trust and release doubt,and focus more on cooperation.Only when China,America and Russia comply with the general trend,seek common ground while reserving differences,co-exist peacefully,seek common development,and share results,can there be hope to construct a conmiunity of shared human destiny.
