族群善治:新加坡国家认同建设的当下挑战

Good Governance of Ethnic Groups:Challenges to Singapore’s National Identity Construction

随着全球化的深入推进,新加坡进行国家认同建设的国内外环境开始发生变化,在辉煌的成就之下,也潜伏着重重危机,如过去想当然的由威权主义主导的国家认同构建模式开始受到勃兴的公民社会的冲击;伊斯兰极端主义的兴起威胁着国内马来族和其他族群间敏感的信任关系;数量日益庞大的新移民在新加坡的融入开始遭到越来越多本地居民的抗拒和质疑;僵硬而直接的民族分类化管理的消极后果开始显现;其他诸如各族群间教育经济水平不断拉大的相对差距、选举政治中的族群倾向、族群深层次互动的瓶颈等阻碍着新加坡国家认同的维系、巩固和纵深推进,考验着新加坡政府国家治理的智慧。

With the deepening of globalization,the domestic and interna-tional environinenc for Sin gap o re\national identity constiuction begin to change.Under the dazzling achievements,there also lurk many crises.For ex-ample,theauthoritarianism—dominated model of national identity construction has begun to be challenged by asurging civil society;the rise of Islamic extrem-ism threatens the sensitive trust relationship between domestic Malay and other ethnic groups;the integration of the large numbers of new immigrants into Sin-gapore has begun to be resisted and questioned by more and more local resi-dents;and the negative consequences of the rigid and direct ethnic classification management have emerged.Other issues such as the ever increasing relative gaps in education and economic level among ethnic groups,ethnic tendencies in election politics,and the bottlenecks of deep—level interactions between ethnic group-sarchindcringthc maintenance,consolidation and advancement of Singapore's na-tional identity,and testing the wisdom of the Singapore government's national governance.
