中老铁路:推动东盟区域一体化建设

The Past,Present and Future of the China-Laos Railway under “the Belt and Road Initiative”

2013年,习近平总书记访问中亚和东南亚时提出'一带一路'倡议,旨在加强沿线国家间的互联互通,中老铁路是中国'一带一路'倡议在老挝落地发展的旗舰项目。从2010年中老两国签署《关于铁路合作的谅解备忘录》开始,中老双方做好了路线规划,完成了中标工作,确定了投融资模式和建筑工人来源等工作,沿线部分路段基本完成了未爆破炸弹的清除工作,为中老铁路的建设做好了基本的前期准备工作。现在,中老铁路已正式开工建设。中老铁路作为泛亚铁路贯穿中南半岛的关键一段,不仅是连接中国和老挝的交通运输通道,还是连接中国和东南亚各国铁路网建设的起点,推动将中国与所有东南亚国家连接起来,对区域合作和东南亚融合具有重大意义。

'The Belt and Road Initiative'was put forward by President Xi Jinping during his successive visits to Central and Southeast Asia countries in2013 with a view to strengthening the inter-connectivity between countries along the Belt and Road.The China-Laos Railway is the flagship project of'the Belt and Road Initiative'in Laos.Since the signing of the Memorandum of Understanding on Railway Cooperation between China and Laos in 2010,China and Laos have made the route plan,completed the winning bid,determined the mode of investment and financing,and secured the source of construction workers.Some sections along the route have basically completed the clearance of undetonated bombs,the basic preparatory work for the construction of the Railway.Now,the construction of the Railway is officially underway.As a key section of the Trans-Asian Railway running through the Indochina Peninsula,the China-Laos Railway is not only a transport corridor linking China and Laos,but also a starting point for the construction of a railway network linking China and Southeast Asian countries.The Railway is of great significance for regional cooperation and integration of Southeast Asia.
