Research on the Development Path of the Integration of the Whole Process Consultation(Architect Responsibility System) and EPC

国办发〔2017〕19号文件将"加快推行工程总承包"与"培育全过程工程咨询"作为完善工程建设组织模式的重要举措。论文通过全过程咨询(建筑师负责制)与EPC的分析,结合EPC(包括PPP)项目研究,提出在房屋建筑中全过程咨询与EPC融合发展可能是一种适合的途径,并进行了探讨。

General Office of the State Council of the People’s Republic of China(2017) No.19 takes 'accelerating the implementation of general contracting' and 'cultivating whole-process engineering consultation' as important measures to improve the organizational model of engineering construction. In this paper, through the analysis of whole process consulting(architect responsibility system) and EPC, and combined with EPC(including PPP) project research, it is suggested that the integration of whole process consultation and EPC in building construction may be a suitable way, and the discussion is made.
