He Shuheng’s Remittance Letter and Its Interpretation

何叔衡是中共创始人之一,曾担任湖南通俗书报编辑所所长。1921年6月被湖南省政府撤免职务后,向省长赵恒惕请款呈文以便早日交卸所务。呈文主要针对省署和外间所谓何叔衡延宕交卸所务而妨碍社会教育的指责,说明省署积欠编辑所经费以致无法移交所务,咎在省署。从中可以看出何叔衡撤职对于湖南通俗教育事业尤其是新民学会的影响。

He Shuheng,one of the founding members of the Communist Party of China,had been the director of the Editorial Office of Hunan Popular Journal.Upon his dismissal from the position called for by Hunan provincial government in June,1921,He Shuheng submitted to the governor,Zhao Hengti,a remittance letter so as to precipitate the handover procedure.The letter was intended mainly as a response to accusations from the provincial department and the public who claimed that He Shuheng’s delay in the handover had hindered the social education.He’s letter explicated that the delay was,in fact,the consequence of the provincial department’s debt to the Editorial Office.This incident somehow reflects the influence of He Shuheng’s dismissal on the implementation of popular education in Hunan and,in particular,on the formation of Xinmin Society.
