农村土地流转与社会保障、就业水平:理论与实证

Theoretic and Empirical Study of Rural Land Transfer and Social Security,Employment Status

在推动农村土地流转创新理论模型的基础上,运用Tobit经济计量模型对农村土地流转与社会保障、就业水平的相互关系进行实证分析。结果表明:农户外出从事非农务工活动会促使产业链的深化,解除农村土地对农民的束缚,为城镇化、工业化建设提供大量劳动力,为顺利实现土地流转提供可能;农户参与土地流转流出土地的规模与其从事非农务工水平及地权稳定性呈同方向变动;推动农村土地流转的主要困难是农村土地附属的就业和社会保障作用在目前难以同土地的生产功能彻底剥离。

Based on the innovative theoretical model of promoting rural land transfer,the econometric model of Tobit is applied in this paper to make an empirical analysis of the mutual relationship between rural land transfer and social security,employment status. The research results indicate that:( 1) the farmers going in for non-agricultural activities outside will lead to the deepening of the industrial chain,set farmers free from the shackles of rural land,provide a large labor force for the construction of urbanization and industrialization and create the possibility for realizing land transfer smoothly;( 2) the scale of farmers transferring their land who are involved in land transfer changes in the same direction as they are engaged in non-agricultural activities and the stability of land rights;and( 3) the major obstacle to promoting rural land transfer is that it is difficult for the employment and social security attached to the rural land to completely strip the production function of land at present.
