摘要
提出针对改善中小企业创业环境的政府作为评价方法。在全球创业观察(GEM)理论框架下,选取创业环境中的政府政策、政府项目支持和有形基础设施三个维度为二级指标,聚焦政府作为与中小企业创业环境的交集为研究对象;设计评价基础模型及问卷调查,采用主成分分析法筛选评价关键项、构建评价方程和四分图模型。实证分析证实本文给出的评价方法对于促进政府改善中小企业创业环境具有客观性和可操作性。
The evaluation method of government behavior aimed at reforming entrepreneurial environment is put forward in this paper.In the theoretical framework of the GEM,the dimensions of government policy,government support and municipal infrastructure are selected as the second level index,by taking the intersection of government behavior and entrepreneurial environment of SMEs were focused as the research object.At the same time,the evaluating model is built on the basis of these procedures.In the aspect of empirical study,the principal component analysis is used for selecting key items to evaluate of government behavior through constructing the evaluation of equation and Quadrifid Graph Model.The evaluation method is proved to have a positive effect on pushing the government to improve the entrepreneurial environment of SMEs through the empirical analysis.
