摘要
建筑工程作为一种特殊商品,具备了商品的一般属性,但也有着区别于普通商品的特点,建设周期长、参建单位多、工序繁杂、参建人员素质参差不齐,以及压缩合理工期、低价中标恶性竞争等因素,都决定了建筑工程质量缺陷无法完全杜绝。近些年随着房地产行业的快速发展,关于住宅工程质量的投诉也在逐渐增多,但在处理质量问题投诉时,也暴露了很多问题和困难,因此造成的社会群体事件在全国范围内也并不鲜见。如何更妥善地处理建筑工程质量投诉已经成为了亟待解决的问题。
Construction as a special commodity,has the general properties of the product,but also has characteristics different from ordinary commodities. Long construction period,participating units and more complex processes,Uneven quality of personnel,compression reasonable period,low bid vicious competition and other factors,have determined that construction quality defects can not be completely eliminated. In recent years with the rapid development of the real estate industry,complaints about the quality of residential projects are gradually increasing,but the quality of complaints handling,also exposed many problems and difficulties,therefore,the event caused by social groups in the country are not uncommon. How to better handle complaints construction quality has become a serious problem.
