关于军队工程质量监督执法工作的几点思考

Thinking about Law Enforcement of Military Engineering Quality Supervision

通过对当前军队工程质量监督执法工作现状的研究分析,指出了其存在的制度不健全、认识不到位、程序不规范、人员素质不高等问题。同时,从思想认识、制度建设、程序规范和监督把关四个方面,就如何强化军队工程质量监督执法工作提出了几点具体建议,包括加强监督执法理念的宣贯培养;构建全面完善的制度机制;严格规范质量监督执法程序;注重对执法行为的监督把关。

Through researching and analyzing on present law enforcement of military engineering quality supervision,some problems that the system was imperfect,the understanding was improper,the procedure was irregular and the personnel quality was inadequate were pointed out. Meanwhile,from four aspects such as ideological understanding,system construction, procedure regularizing and supervision controlling,some detailed suggestions on how to strengthening law enforcement of military engineering quality supervision have been performed,including strengthening supervision and law enforcement idea stable cross training;building a comprehensive system of mechanism;strict quality supervision and law enforcement procedures;paying attention to the supervision of law enforcement behavior.
