基于能力的代建单位招标选择的关键问题探讨

由于代建制在我国的应用尚处于试点阶段,代建法规和制度以及代建市场的缺陷限制了代建单位招标选择制度的成熟和规范。针对这一现状,从代建服务能力角度出发,结合代建单位招标的资格审查和评标两阶段对代建单位招标选择中的几个关键问题进行了分析。在资格审查阶段,,针对代建市场不成熟、高水平代建单位少等现状,引入声誉机制建立代建单位名录,并借鉴服务招标中的QBS方式从代建单位名录中确定短名单。在评标阶段,针对当前存在代建单位选择的评价标准和代建服务费不统一等问题,通过文献综述的方式确定技术标评审中的主要评审因素,并确立了商务标评审中代建服务费标准制订的原则,为不同地区的代建单位招标选择提供参考。

In response to this situation, the paper analyzes the key issues from the phases of qualification evaluation and bid evaluation in the perspective of agent service capabilities. In the phase of qualification evaluation, the paper refers reputation mechanism and build construction agent list. In the base of construction agent list, it determines short list. In the phrase of bid evaluation, it determines the key evaluation elements and the principle to build the standard of Agential cost.
