以甬台温铁路项目为例,分析了铁路项目目前在投资管理中存在的严重超概算现象、招标控制价控制无力、建设程序不规范、清单计价不规范、变更程序执行不规范及采用的合同文本不规范等方面的主要问题,并分析了由其问题产生的不利影响,粗略地提出了投资管理改革的方向和措施。

This paper takes Ningbo-Taizhou-Wenzhou railway project as an example, analyses the phenomenon existed in the investment management in the railway project currently, such as exceeding the budget, losing control of contract price, lack of standardization in construction procedures/BOQ pricing/change program execution/contract content, and it analyses the adverse brought by these problems, and offers a proposal of investment management reform.
