摘要
基本建设是工程建设领域的重要组成部分,基建项目管理是一项专业的、复杂的系统工程。鉴于基建项目的特殊地位和性质,搞好基建项目管理将是基建管理人员思考的课题和面临的挑战。本文从分析基本建设项目的特点和管理模式入手,站在建设方(甲方)的角度,对基建项目的规划设计、招标投标、工程施工、竣工验收等全过程管理所把握的重点控制内容作了较详细的论述与探讨,从而保证其建筑风格的协调统一、使用功能的准确到位、工程质量的安全可靠、工程造价的经济合理。
Capital construction is an important part of engineering construction field, yet capital construction management is a professional and complicated systems engineering. In view of the special status and nature of the capital construction project, to do a good job in capital construction management will be a worthy considering issue and a challenge to be faced with for administrators of capital construction. Starting from analysis of the characteristics and the management pattern of capital construction project, and from the project owner(party a)'s point of view, the article develops a relatively detailed discussion on the key control contents to be grasped in the whole process management, namely capital construction project's planning programming, tendering and bidding, project construction, completion acceptance and so on, so as to ensure the coordination and unity of its architectural style, the accuracy and in position of its use function, the safety and reliability of its engineering quality, as well as the economy and rationality of its engineering cost.
