Research on the Compilation of Engineering Facility Prime Cost Sum in Tender Sum Limit Based on Code of Valuation with Bills of Quantities for Construction Works(2013)

在招标控制价中编制合理的工程设备暂估价是发承包双方风险分担的一种方式,其编制问题可分为暂估价列项及单价的确定。首先,依据相关文献识别出工程设备暂估价列项的两个原则为甲供及风险分担,其中,将基于甲供原则列入暂估价的工程设备分为根据相关规定必须由发包人提供的和发包人出于某些考虑采用甲供的工程设备,将基于风险分担原则列入暂估价的工程设备分为市场上物价波动较大的工程设备及其他特性不确定的工程设备。其次,依据相关文件将工程设备单价分为原价、运杂费及采购保管费,分别分析了国内标准设备、国内非标准设备及国外设备原价确定方法并得出每类设备原价确定方法的选择顺序图,分析了运杂费及采购保管费的确定方法。

In tender sum limit, the compilation of reasonable engineering facility prime cost sum is a way of risk sharing between employer and contractor. The compilation of it can be divided into the determination of the prime cost sum items and the unit price. Firstly, two principles of engineering facility prime cost sum item-arranging are employer providing and risk sharing, which are identified through the analyzing of related literatures. The engineering facilities in prime cost sum are divided into two kinds of facilities based on the principle of employer supplying, including the facilities that must be supplied by employer according to related documents and the facilities that employer supplying themselves based on some consideration. The engineering facilities in prime cost sum are divided into two kinds of facilities based on the principle of risk sharing, including the facilities with great price fluctuation on the market and the facilities of which the other characteristics are uncertain. Secondly, the unit price of engineering facility is divided into original price, transportation fee and purchase storage fee according to related document, then the original price determination methods of domestic standard facility, domestic non-standard facility and imported facility are analyzed respectively, and then the selection sequence graph of each species is obtained, at last the determination method of the transportation fee and the purchase storage fee are discussed.
