基于CAS理论的高校协同治理结构及运行机制研究

The Structure and Operational Mechanism of Collaborative University Governance Based on the CAS Theory

随着人类社会复杂性特征日益显著,从系统的角度探索多主体协同治理问题成为研究的必然趋势。高校的治理也需要打破机制体制壁垒,形成多主体协同治理结构及运行机制,以适应复杂多变的环境。主体间关系是治理结构设计的一个基本分析视角,首先明确高校治理内外部各参与主体及其相互作用关系,在此基础上,提出了高校协同治理结构模型,并从宏观和微观两个层面,基于主体间的互动与协同,运用复杂适应系统(CAS)理论的刺激-反应模型和回声模型分别建立了与主体结构相匹配的运行机制,为高校治理提供新的思路和理论依据。

As the complexity of human society becomes more and more significant, a systematic exploration into the multiagent collaborative governance has become an inevitable trend of research. As for university governance, institutional barriers should be broke and multi-agent collaborative governance structure and operation mechanism should be formed to adapt to the complex and ever-changing environment. The relationship between agents is a basic perspective of the governance structure design. Firstly, the internal and external agents of university governance and their interactions will be clear and definite, based on which a collaborative governance structure model is proposed. Meanwhile, based on the interagent interaction and collaboration and with the appliance of the stimulus-response model and the echo model of the complex adaptive system(CAS) theory, the operation mechanisms matching with the main structure are established respectively from both macro and micro perspectives, which provides creative ideas and theoretical basis for university governance.
