梅州抽水蓄能电站投资项目移民安置方式分析

The Analysis on Investment Project Resettlement Mode for Meizhou Pumped Storage Power Station

大中型水利水电建设项目,因其占地和涉及人口多,部分库区耕地资源十分有限,人地矛盾集中,仅靠"以土安置"方式安置移民,资源环境容量管理方往往无力承载。梅州抽水蓄能电站在长效补偿安置的基础上,提出了投资项目安置方式,由地方政府将移民资金投资项目获取收益用于安置移民,并承诺承担经营风险、保障移民收益,对移民生产安置方式进行了新的尝试,供其它同类项目参考。

Meizhou pumped storage power station put forward the investment project resettlement mode based on Long-term compensation and resettlement, the local government applys the benefits obtaining from immigration investment project to immigration settlement,promises to undertake the management risk and guarantees the immigration benefits,providing a new attempt for immigration production resettlement mode and reference for other related projects.
