摘要
从知识转移的视角研究了城市轨道交通PPP(公私合作)项目的合作绩效评价方法。首先分析了项目运营中知识转移的过程,采用平衡计分卡从项目盈利能力、公众满意度、个人学习效果、组织学习效果4个维度构建了评价指标体系;然后结合物元理论和Vague集提出了城市轨道交通PPP项目知识转移绩效评价的新模型,并结合北京地铁4号线进行了实证分析。研究结果表明,该模型比传统模糊物元评价方法更加全面、准确,能有效发现项目运营中存在的问题,并采取措施以提高知识转移的绩效,从而促进城市轨道交通PPP项目的成功。
In view of the knowledge transfer,the performance evaluation of rail transit PPP project is studied.By using the balanced scorecard,the evaluation index system is established from 4 aspects of project profitability,public satisfaction degree,personal and the organizational knowledge learning effect.A new evaluation method combined with fuzzy matter-element and Vague sets theory is proposed and analyzed by applying it to Bejing metro Liner 4.The result shows that this method is more comprehensive and accurate than the traditional fuzzy matter-element theory,and can detect problems in the project operation effectively and enhance the performance of knowledge transfer by pertinence measures.Thus,the success of rail transit PPP project could be promoted.
