摘要
基于2005—2016年中国林业统计年鉴数据及实地调查研究,对我国林业系统的人力资源数量、专业技术人员数量、工资水平、部门和地域分布的现状及变化情况进行了分析。研究发现我国林业系统人力资源存在的主要问题有:人力资源总量不足、人员结构不合理、基层单位技术人员缺乏、分布不均衡和人才管理体制及观念滞后等。针对存在问题,提出增强对林业人力资源建设重要性的认识、健全林业机构、完善体制机制、深化林业教育教学改革、加强在职人员继续教育和加大人才经费投入的对策建议。
Based on the data obtained from China Forestry Statistics Almanac from 2005 to 2016 and field research,the paper mainly analyzed the present status and changes over this period with regards to numbers of forestry personnel in general and technical staff,salary and remuneration,and distribution of personnel over departments and regions. Research found the major problems including inadequate number of forestry personnel,inconsequent structures of personnel,scarcity of technical personnel at grassroot level,unbalanced distribution of forestry human resources,and out of date mindsets and management mechanism. Finally,the paper proposed such measures as increasing awareness of the importance of forestry human resources development and management,enforcing forestry institutions,improving management mechanism,deepening forestry education reform,strengthening continuing education for the in-service staff and increasing investment on human resource development.
