“一带一路”倡议下中俄高等农业教育合作与互动路径研究

Research on the Cooperation and Interaction Path of Higher Agricultural Education between China and Russia under the Initiative of “One Belt and One Road”

在如今复杂多变的世界格局下,中国提出了共建“一带一路”倡议,在于为构建命运共同体做出中国贡献。如今教育在国际竞争中越发突显出重要作用,而农业是一国之基础性产业,高等农业教育则为农业提供专业人才,是共建“一带一路”农业的关键。中俄应抓住时代条件、地理条件、历史条件所给予的机遇,积极迎接俄式中国威胁论、高等农业教育合作甚少、办学层次低、语言障碍、人身安全等问题的挑战,最终实现中俄高等农业教育的协同共进,积极打造高等农业教育共同体。从宏观层面来看,中俄两国应签订相关的多边框架协议,制定相关政策和协同机制;从中观层面来看,中俄高等农业教育合作与农业经济发展相适应;从微观层面来看,中俄高等农业院校应携手做出相向而行的努力。

In today's complex and changeable world situation,China has put forward the initiative of building a“one belt and one road”initiative to make China's contribution to building a destiny community.Nowadays,e ducation plays a more and more important role in international competition.Agriculture is the basic industry of a country.Higher agricultural education provides professionals for agriculture,and is the key to building a“one belt,o ne way”agriculture.China and Russia should seize the opportunities offered by the times,g eographical conditions and historical conditions,actively meet the challenges of the Russian-style Chinese threat theory,the lack of cooperation in Higher Agricultural education,the low level of running schools,language barriers,personal safety and other issues,a nd finally realize the coordinated progress of higher agricultural education between China and Russia,and actively build a community of higher agricultural education.From the macro level,China and Russia should sign relevant multilateral framework agreements,f ormulate relevant policies and coordination mechanisms;from the medium level,the cooperation of higher agricultural education between China and Russia is compatible with the development of agricultural economy;from the micro level,the agricultural colleges and universities of China and Russia should work hand in hand to make mutual efforts.
