新常态背景下土地流转中地方政府与流入方二元博弈——基于保护农民权益的视角

A Game between the Local Government and the Inflow Side of Land Circulation under the New Normal Economic Situation——Under Perspective of Farmers' Rights Security

土地流转是我国实现农业现代化必由之路,但在此过程中,农民权益往往受到侵害。以新常态为背景,运用博弈论方法从保护农民权益的视角对地方政府与流入方在土地流转中的博弈行为进行刻画,分别得出纯策略纳什均衡和混合策略纳什均衡。均衡点与地方政府从流入方获取的罚金、对土地流转收入的依赖和行政效率以及流入方从土地流转中违规获取的超额收益有关。最后结合新常态进行分析并提出政策建议。

The land circulation is an essential way to achieve agricultural modernization. However, farmers' rights and interests are often harmed during this time. By using the method of game theory to describe the game between the local government and the inflow side of land circulation, this paper get the pure strategy Nash equilibrium and the mixed strategy Nash equilibrium. It concludes that the equilibrium point is related to the fine which the local government gain, the dependence on the land circulation income, the administrative efficiency and the excess return which the inflow side obtain from the land circulation. According to this,it analyze the conclusion based on the new normal economic situation and makes useful recommendations.
