农村土地流转中相关主体行为的博弈分析

Game Analysis of the Subjects' Behaviors in Rural Land Circulation

选取地方政府、企业、农户三个主体为研究对象,从它们各自的行为动机出发,以博弈论为基础,分析它们在农村土地流转中的不同博奔策略。结果显示:农村土地流转中,政府与农户之间的博弈在于政府利用自身的优势地位,强制性征用土地,并降低给予农户的补偿:企业与农户之间的博弈在于企业通过贿赂等不法手段与地方政府形成利益联盟,损害农户的合法利益;农户作为博弈中的弱势群体,无法维护自身利益。为促进农村土地流转的健康发展,主张从地方政府、企业、农户这三个主要的权益主体出发,提出相关的可行性建议。

In Selection of three main stakeholders as the research object,including local government,enterprises and farmers,Starting from the behavior motivation of the three main stakeholders respectively and on the basis of game theory,analyzing their different game strategy in rural land circulation.The result shows:in the rural land circulation,the game between the government and farmers is that the government using its dominant position to make a requisition of land imperatively and reduce the farmers compensation;Game between enterprises and farmers is the enterprise using illegal means to build the interests of coalition with local government interests and prejudice the legitimate interests of the farmers;Farmers,as vulnerable groups in the game,unable to maintain their own interests.In order to promote the healthy development of the rural land circulation,it claims that the local government,enterprises and fanners should put forward the feasible suggestions.
