“多规合一”与空间规划改革探讨

Discussion on the "Coordinated planning" and Reform of Spatial Planning

现阶段我国土地利用规划、城乡规划、环境保护规划等的矛盾和问题较为突出,各地积极探索"多规合一",在"多规合一"的技术方法体系、信息平台建设等方面已形成共识,但涉及空间规划体系改革较少。本文基于空间规划的本质内涵、各地经验探索,研究提出空间规划改革的原则和具体措施,以期为空间规划体系改革提供参考。

There are many contradictions and problems between the China's land use planning, urban and rural planning and environmental protection planning at the present stage. Therefore, more and more regionsexplore the 'Coordinated planning',they reached a consensusin the technical method system, information platform construction, but less involved in the spatial planning system reform. Based on the essential connotation and empirical explorationof 'Coordinatedplanning', the author puts forward the principles and concrete measures for the reform of spatial planning, so as to provide reference for the reform of spatial planning system.
