“存量规划”视角下的“绿色城市”建设模式研究

A Mode Research of the Construction of Green City under the Planning of Stock Land

我国改革开放以来近40年的粗放式增长,在经济迅猛发展的同时也使得广大地域的生态环境遭受严重破坏,各种"城市病"更是接踵而至。为改变这一状况,2014年我国出台的《新型城镇化规划》中明确提出要加快建设"绿色城市",推进可持续性发展。另外一方面,多年来推动我国城市快速发展的以空间和人口扩张为特征的"增量规划"模式走向颓势,以存量空间优化调整为核心的"存量规划"模式逐步占据主导。本文首先梳理"存量规划"和"绿色城市"的概念内涵,回顾其发展历程,总结国外内实践,结合二者的特点,认为转型期"绿色城市"建设的关键在于重视多元利益主体的参与和发挥市场的主导作用,并就"存量规划"视角下的"绿色城市"建设模式进行了探索。

Since reform and opening up, tremendous economic development has been achieved at the expense of environment and urban diseases as the result of of extensive development. Under the circumstance,the Planning of the new-type urbanization is published to speed up the construction of a green city and sustainable development. On the other side, the proposition of the exploit of stock land is taking place of new land. This essay distinguished the meaning of 'planning of the stock land' and 'the green city', and compared the history and typical cases of both. In the end, the conclusion that the construction of green city is to let the all the parties that matters to participate in it under the market leadership mechanism. The mode of the construction of the green city concerns of stock land-planning is presented as well.
