低碳城市建设的土地利用调控对策研究

低碳城市是城市可持续发展的必然要求。研究从土地利用调控的视角出发,阐述了低碳城市的内涵与实践,在分析城市土地利用碳排放的基础上,提出了低碳城市建设的土地利用调控对策,包括:利用低碳理念创新土地规划、研发低碳土地利用技术、提高建设用地集约节约水平、控制高碳排放项目建设用地、加大碳汇用地保护、建立碳排放补偿机制和普及低碳土地利用观念等,为低碳城市建设提供借鉴。

Low-carbon city is the inevitable requirement of sustainable urban development.Resea-rch from the perspective of land use regulation,this paper expounds the connotation and practice of low carbon city, on the basis of the analysis of urban land use carbon emissions,and put forward the land use regulation countermeasure of low-carbon urban construction,Including:the use of low carbon concept innovation land planning, research and development of low-carbon land use technology to improve the level of construction land intensive and economical,high carbon emissions control project construction land,increase ecological land protection,land build ecological compensation mechanism and universal concept of low-carbon land use,to provide reference for its low-carbon urban construction.
