深圳市原农村土地二次开发政策梳理与困境分析

Analysis on Policy and Dilemma of Institutional Improvement of Land in Shenzhen

经城市化"统征统转",深圳土地已经全部国有,但是原农村土地管理模式依然存在。为释放原农村土地活力,破解城市发展空间瓶颈,深圳展开了城市更新、土地整备、原农村土地入市流转等原农村土地改革。通过对深圳市现有原农村土地制度改革政策的梳理,分析现有政策实施困境及其背后的核心内因,最终为破解土地原农村土地制度改革政策实施困境提出了意见与建议。

After urbanization, Shenzhen land has been all state-owned, but the original rural land management model still exists. In order to release the vitality of the original rural land and solve the bottleneck of urban development, Shenzhen has launched original rural land reforms such as urban renewal, Land reorganization, and the transfer of original rural land into the market. Through combing the existing rural land system reform policies in Shenzhen, analyzing the difficulties of implementing the existing policies and the core internal reasons behind them,the paper finally puts forward some suggestions for solving the difficulties of implementing the reform policies of the rural land system reform.
