论文试图从宅基地"三权分置"角度探讨近郊农村、远郊纯农村和远郊风景秀丽农村宅基地流转的有效途径,在总结分析宅基地"三权分置"的政策演进及政策意蕴的基础上,基于对3类农村农民流转宅基地的主观诉求的探讨,剖析了宅基地"三权分置"与3类农村农民宅基地流转的有效途径。这对于促进闲置宅基地的合理流转,提高宅基地配置和利用效率具有重要的现实意义。

By studying the meaning of Three Rights’ Division, the article tried to analyze the efficient ways to circulate rural housing land in suburban area, exurban area and scenic spot of remote rural area. First of all, the article discussed the policy evolution of rural housing land and the policy connotation of the Three Rights’ Division. Then, rural householders’ requests about the circulation of rural housing land were analyzed. Finally, the article put forward the efficient ways to circulate rural housing land in different rural areas. The results would do good to promote the reasonable circulation of rural housing land and enhance the efficiency to allocate and use rural housing land.
