摘要
目的对我国医药制造业技术创新效率进行动态评价,为提高创新效率提出建议。方法构建创新效率评价指标体系,利用DEA-Malmquist法对我国24个省市医药制造业2007—2016年技术创新效率进行实证研究。结果我国医药制造业在研究期间的技术创新效率呈现下降趋势,年均下降3.7%。各省市创新效率差异大,技术退步是导致技术创新效率下降的主要原因。结论加强知识产权保护和知识创新,引进高技术人才,提高创新效率,打造创新发展良好环境,实现医药产业健康发展。
Objective To make a dynamic evaluation of the technological innovation efficiency of China’s pharmaceutical manufacturing industry,and provide effective suggestions for improving the efficiency of innovation.Methods The innovation efficiency evaluation index system was constructed,and the DEAMalmquist method was used to conduct empirical research on the technological innovation efficiency of China’s pharmaceutical manufacturing industry in 24 provinces and municipalities from 2007 to 2016.Results The technological innovation efficiency of China’s pharmaceutical manufacturing industry showed a downward trend during the research period,with an average annual decline of 3.7%.There were great differences in innovation efficiency among provinces and cities,and technological retrogression was the main reason leading to the decline of technological innovation efficiency.Conclusion The pharmaceutical industry should strengthen intellectual property protection and knowledge innovation,introduce high-tech talents,and improve innovation efficiency.Meantime,the government should create a good environment for innovation and finally achieve healthy development of the pharmaceutical industry.
