土地储备制度在优化城市空间发展格局过程中起到了重要的引领作用,重新审视和修正土地储备决策目标及决策方式,是未来完善、深化土地储备制度的核心所在。以土地储备决策目标转变的内在逻辑为研究起点,以城市空间结构优化、理性均衡发展为目标,从城市多维空间发展即物质空间、经济空间、社会空间和生态空间四个层面重构土地储备决策目标体系,并从制度层面、政策层面、操作层面给出土地储备决策转变的现实路径,切实发挥土地储备制度的引领作用。

The system of land reserve has played an important role in the process of optimization of urban spatial structure.The transformation of land reserve decision-making objectives and directions are the core of perfect land reserve system.Firstly,the article analyzes internal logic of transformation of land reserve decision-making objectives.Secondly,the optimization of urban structure is established as the land reserve decision-making objectives.Thirdly,the land reserve decision-making objectives system is reconstituted by four aspects of physical space,economic space,social space and ecological space.Finally,the article puts forward transformation path of land reserve decision-making from institutional level,policy,technique and method.The urban optimization of spatial structure will be realized.
