荷兰土地交换模式及其对我国的启示

上世纪90年代以来,荷兰地方政府不再拥有土地市场的垄断地位,私人开发商大量购买土地与之竞争,地方政府对土地开发的控制受到影响。通过土地交换模式,开发商将其购买的土地再卖给地方政府进行开发,地方政府与开发商相互合作实现各自目标。通过借鉴荷兰土地交换模式,对解决我国征地矛盾、更好地实现土地利用目标以及促进土地市场发展等方面不无有益启示。

Since 1990,The Dutch municipality no longer has a monopoly on land market.The private developers can buy land and compete with the municipalities,which affected government's control on land market.Through the building claim model,the private developers buy land and then resale to government,the cooperation can benefit both of them.China can get inspirations in land expropriation,realizing the aim of land use and improve the development of land market from this model.
