随着不动产统一登记制度的推行,分散在多个部门的不动产登记职责将整合由一个部门承担,国土资源部负责指导监督全国土地、房屋、草原、林地、海域等不动产统一登记职责,登记机构、登记簿册、登记依据和信息平台将实现"四统一"。由于不动产统一登记平台承载了"完善基础数据""提升登记效率""数据互通共享"的功能,且职能整合后,不动产登记的受理量和录入的信息量都将大大增加,必然导致传统的受理、审核模式面对极大挑战。鉴于"互联网+"已经对各个行业产生了颠覆性的影响,在数据实时交换和提升服务效率方面发挥了巨大的作用,探索如何在合法依规且保障数据安全的前提下,通过综合利用数据库、互联网、移动互联网技术实现登记信息的互通、共享、利用,提升房地产登记效率;通过网络预约、预审,打通不动产登记最后一公里,提前收集、整理、分析不动产登记申请人的相关信息,通过大数据分析,提升窗口受理效率;建立依托于互联网技术和电子政务平台的切实可行的不动产登记新模式,提升数据利用效率,具有非常重要的意义。

With the increasing of network speed and the expansion of intelligent equipment,the registration of real estate registration center increased year by year.The current model cannot meet the requirements of the registration center.Instead,there are some problems such as wasting resources and time.To improve the efficiency of registered office and service levels,We want to establish 'The Tianjin real estate trading center of registration and certification online pre-qualification platform'.The purpose is to establish information,standardization, intelligent,all-weather network service platform.The system is adopting B/S operation mode and using sliverlight and related to the client.It will apply for multiple subsystems such as examine and verify as a complete solution.System innovation is mainly for business.It will upload of all the processing requirement by the internet and it will do a preliminary application,then submit formal approval process.
