摘要
低效工业用地的科学诊断是城镇低效用地再开发工作的前提。以产值高低作为评判用地效率的依据,利用工业用地比较生产率和单位工业产值用地水平两项指标,分析了2011、2013、2015年张家港市各区镇工业用地数量及利用效率的变化趋势。结果表明:近5年,伴随张家港市工业用地数量、产业门类和空间布局的快速调整,工业产值出现回落式发展,产业转型升级进入调整期,且各区镇工业用地效率存在不均衡现象。针对发展中存在的问题,建议通过优化产业结构和用地布局,理顺土地供退机制,多措并举,实现工业用地效率的稳步提升。
The scientific diagnosis of inefficient industrial land is the precondition for the redevelopment of urban low-efficiency land use.In this article,the output level is used as the basis for judging the efficiency of land use,and utilize two indicators of the productivity of industrial land and the level of land use for industrial production.This paper analyzes the variation tendency of industrial land quantity and utilization efficiency in each district of Zhangjiagang in 2011,2013 and 2015.The results show that in the recent five years,with the rapid adjustment of the quantity of industrial land,industrial categories and spatial arrangement of Zhangjiagang,the industrial output value has been decreasing,the industrial transformation and upgrade has entered the adjustment period,and the efficiency of industrial land in each district is imbalance.Aim at the existing problems during the development,it is suggested to optimize the industrial structure and space layout of industrial land,and straighten out exit and supply mechanism of land use to realize the steadily improvement of the efficiency of industrial land use.
