浙江省推广PPP的实践与财政思考

The Practice and Financial Reflection of Promoting the PPP in Zhejiang Province

随着经济发展进入转型期,财政也步入换挡期,财政收入低速增长、支出刚性增强成了新常态。为适应这种新常态,浙江省创新公共产品供给模式,在实践中推广和运用PPP,引导社会资本参与城市基础设施投资和运营。但推进PPP仍面临不少现实挑战,需要政府强化契约精神,树立风险意识,从强保障、提能力、抓示范、重创新、筑底线、夯基础等多维度入手,有序稳妥推进PPP健康发展。

With the current economic development entering a transition period, finance enters a shift period. It becomes a new normal that revenue grows slow and rigidity of expenditure enhances. In order to adapt to this new normal, Zhejiang Province innovated the mode of public goods supply, promoted and applied PPP in practice and guided social capital to participate in urban infrastructure investment and operation. But during the process of promoting PPP, the government still faced many challenges. These challenges demand the government to strengthen the spirit of the contract, and to establish risk awareness. They also demand to start from multiple dimensions with strengthening the guarantee, improving the ability, setting the demonstration, valuing the innovation, building the boundary, and laying a solid foundation, so as to orderly and steadily promote the healthy development of PPP.
