改革开放以来宁夏经济发展和财政收入增长的统计学特征及规律

Statistical Feature of Economic Development and Public Revenue Growth in Ningxia since Reform and Opening-up

经济决定财政,包括三方面内容:一是经济体制决定财政体制,二是经济规模决定财政规模,三是经济结构决定财政结构。本文使用统计学和计量经济学方法,从增长规模、增长规律、结构和财政收入占GDP的比重四个方面,对宁夏改革开放以来财政收入和经济发展状况作一简要回顾,并将主要财政经济指标与OECD国家平均水平进行比较,以便从中发现和总结一些规律性的东西,并提出政策建议。

Economy influences public finance in three aspects: fiscal system, volume and structure depend on economic system, volume and structure correspondently. This paper, applying statistic and econometric approach, intends to present a brief review of evolution since reform and opening-up, in which conveys both Ningxia's economic development and growth of public revenue in four dimensions, i.e., volume, pattern of growth, structure and public revenue as a percentage of GDP. Meanwhile, comparisons of main financial and economic indacators are made among Ningxia and OECD averages, in an attempt to reach a few regularities representing the attributes of Ningxia's development,and to raise some policy proposals.
