摘要
缩小义务教育发展差距,是科学发展的内在要求,也是公共财政保障的重点。本文从系统性和适应性出发,对义务教育发展评价指标体系进行优选,并构建能够反映义务教育发展现状和发展潜力的DEA二次相对效益模型。通过对"十二五"期间我国31个省(市、自治区)义务教育发展水平的测度得出,虽然东部义务教育发展现状水平高于中、西部,但义务教育发展潜力水平正好相反。在此基础上,作者针对不同类型的义务教育发展提出相关政策建议。
To narrow the gap in compulsory education development is an important guarantee of building a harmonious socialist society.However,the existing studies of compulsory education are less focus on compulsory education development potential.In view of this,we optimize evaluation index system of compulsory education development,and use the binary relative effective model based on the DEA to evaluate the present situation and potential level of compulsory education.The evaluation results show that although the development level in the eastern is higher than the west,potential level is just the opposite.Base on this,we divide the compulsory education development into nine different types.Finally,on the basis of the conclusion,we put forward relevant policies for different types of compulsory education development.
