建立中期财政规划是国务院和财政部的重要部署,启动编制中期财政规划,标志着中期预算已从研究和准备阶段进入全面实施阶段。作为一项开创性的财政管理工作,要顺利推进并取得预期效果,需要在实践层面上对很多问题进行深入研究。本课题研究的目的是通过深入调研,从理论和实践的结合上分析中期财政规划管理实行初期遇到的困惑和问题,以提出解决这些难点问题的基本思路和对策建议,为深化预算管理制度改革提供决策参考。

As an important deployment of the State Council and the Ministry of Finance, the act of compiling the mid-term financial planning, is a mark of the transformation of the mid-term budget from researching and preparing stage to the total implementing stage.As a pioneering financial management,we need to deepen our research practically on many issues to achieve the desired results successfully. This thesis attempts to analyze the confusions and problems emerged from the implementation of the mid-term financial planning and management, proposing the right directions and suggestions to solve these confusions and problems by carrying out monographic study in the form of researching reports. Futhermore, it will provide references for the policy-makers on deepening the reform of the budget management system.
