摘要
住房保障是重要的民生工程。目前我国住房供给主要分为商品住房、经济适用房和廉租住房。十八大报告指出,要建立政府保障与市场配置相结合的住房制度,而当前经济适用房和廉租住房只是以政府保障为主导,忽略了市场配置的作用。本文以潍坊市中心城区为例,分析城镇住房保障制度存在的问题,并借鉴国内外住房保障制度的成功经验,提出政府保障与市场配置相结合的政策建议与配套措施,为全面改善住房保障制度提供参考。
Housing security is an important livelihood engineering.At present,in view of the different classes,housing in our country is mainly divided into commercial housing,affordable housing and low-rent housing.The 18 th National Congress put forward to build a housing system that should contain government guarantee and market allocation,but the applicable housing and low-rent housing are government guarantee as the leading factor,which ignores the role of market allocation.This paper takes central city of Weifang as an example,analyses the problems existing in the urban housing security system,and draws lessons from the successful experience on housing security system from domestic and abroad.We put forward the policy suggestions and measures to improve the combination of government guarantee with the market allocation,and this may provide a reference for the comprehensive improvement of affordable housing system.
