我国财政支农支出福利绩效的DEA评价

DEA Evaluation of the Welfare Performance of Fiscal Expenditure for Agriculture in Our Country

在全面建成小康社会与攻坚脱贫的过程中,有效实现农民收入的增加和缩小城乡收入差距成为亟待解决的重要问题。本文以Sen(1976)的福利函数公式为起点,构建了一个符合我国现阶段国情的农村经济福利模型,并运用DEA-BCC模型的评价方法,对我国省级政府财政支农的福利绩效进行评价。结果表明,整体而言当前的财政支农政策及资金配置对改善我国农村居民福利水平成效并不显著,为此,本文认为要注重提升财政支农支出的节约性和效率性,提供更多符合农业和农民实际需要的各类公共产品,增进全社会的整体福利。

In the process of building moderately prosperous society and poverty alleviation program,increasing the farmers' income and narrowing the income gap between urban and rural areas has become an important issue to be solved.Taking the welfare function of Sen(1976) as the starting point,this paper builds a rural economic welfare model which lines with China's current national conditions,and uses the evaluation method of DEA-BCC model to evaluate the welfare performance of the provincial government fiscal expenditure for agriculture.The results show that on the whole,the function of the fiscal policy for agriculture and the allocation of funds to improve the welfare level of rural residents in China is not significant.Therefore,it's very necessary to improve the economy and efficiency of fiscal expenditure for agriculture and provide more public goods that agriculture and farmers actually need,and enhance the overall social welfare.
