“父爱式政府创新”:现象、特征与本质——以岚皋县“新农合镇办卫生院住院起付线外全报销制度”为例

Paternalistic Government Innovation:Phenomenon,Characteristics and Internal Logic——A Case Study on the Program of "100% Percent Reimbursement for Hospitalized Patients at Township Hospitals in Langao County"

围绕陕西省岚皋县"卫生院住院全报销制度"案例,文章试图对中国政治场景下"父爱式政府创新"的主要特征、运行逻辑、内在缺陷等问题予以剖析,进而从理论上讨论现今中国政治体系中党政主要官员、官僚体系与社会之间的互动模式。尽管"父爱式政府创新"对于增强中国现有政治体系的韧性起到了一定的作用,但其发起的偶然性、目标的有限性以及结果的不确定性均使其绝无可能应对体系性的社会压力激增问题,因而,从中国政治发展的历史进程来看,"父爱式政府创新"具有很强的过渡性色彩。本文的探讨是初步的,文章没有深入探究"父爱式政府创新"所涉及的复杂的官僚体系内部过程,也没能对不同程度和类型的"父爱式政府创新"予以比较分析。文章的主要价值在于将"父爱式政府创新"分析视角引入到中国政府创新的学术讨论中来,并希冀引发学术界对中国政府创新现象的复杂性和特殊性作进一步思考。

The objective of this paper is to examine the phenomenon,characteristics and internal logic of 'paternalistic government innovation' in contemporary China.An in-depth analysis on the case of '100% Percent Reimbursement for Hospitalized Patients at Township Hospitals in Langao County' was conducted,underpinned by theoretical arguments on paternalism.'Paternalistic Government Innovation'(PGI)is a distinctive character of contemporary Chinese political system.Out of the desire for good political performance or sense of duty or a combination of the two,PGI highlights the complicated interactions among the local political chiefs,the bureaucracy and Chinese society.Conducive to intensify the resilience of Chinese political system to some extent,however,PGI is not rule-based in its initiation,limited in its objective and uncertain in terms of its outcome.From the long run of China's political development,PGI is a transitional phenomenon by nature although it would probably persist in the foreseeable future.The drawbacks of this paper are two-fold.First,it didn't conduct an in-depth analysis on the internal interactions of the bureaucracy when the latter is involved in the implementation of PGI.Second,due to the limitation of single-case study,it couldn't make a comparative study on different types of PGI.By introducing PGI into the discussion of contemporary Chinese government innovation,this article aims to stir up further debates and deepen our thinking on the complicity and delicacy of Chinese government innovation.This article aims to examine contemporary Chinese government innovation through the lens of paternalism,which representing the first such attempt in Chinese academia.The article also proposes a preliminary typology for government innovation in China,which could become the basis for further research.
