摘要
针对基层政府中非编人员与在编人员的薪酬差距向非理性极端扩张而形成的薪酬极化现象,不仅应探寻市场失灵、法律失范及体制缺陷等外驱因素,更要探究基层政府自身行为的内驱动力。在组织行为分析框架下,以广州市P区乡镇街道为具体个案,可通过对基层政府在编和非编人员薪酬状况的质性研究追踪基层政府习惯性行动倾向。由此,基层政府薪酬差距其实可诠释为利益主体在现实妥协中限囿于固有体制惯性及固化利益束缚,对"同值不同酬"以及"编制分层"历史积弊的"体制化"漠视。因之,在当前改革深化进程中应以勇于破局的魄力冲破思维障碍及利益藩篱,从而促导在强化公平性薪酬规范约束力并弱化编制规划管控力中摒除非编人员"似公实私"的尴尬身份。
In order to know the origin of pay gap between unauthorized personnel and authorized personnel in grassroots organization,which has come into being 'polarization' phenomenon with irrational extreme expansion,it is necessary to not only explore external driven factors such as the market failure,legal anomie and system defects,but also explore inner motivation of self-action in grass-roots organizations. Under the dimension of organization behavior analysis,the quality research,on payment condition of unauthorized personnel and authorized personnel in towns and streets office in P district of Guangzhou city,was conducted to trace habitual behavior tendency of grassroots organization. The analysis reveals that the payment polarization is originated from limit of interest subjects about curing system inertia and interests consideration in the reality compromise,and indifference with 'Institutionalization' to 'no comparable reward with comparable worth' regulation and eliminates 'staffing classification' historical disadvantages in grass-roots organizations. Therefore,the enlightenment coming from research paper is to raise the courage to break through the obstacles of thought and power of interest barriers,strengthen restraining force of salary fairness norms,and weaken the control force of staffing to exclude 'quasi public real private' embarrassing identity of unauthorized personnel in the current process of social development.
