环保约谈提高地方政府环境治理效率了吗?——基于双重差分方法的实证分析

Have the Talk with Local Officials about Environmental Protection Promoted the Efficiency of Local Government Environmental Governance?——Empirical Analysis Based on Difference in Differences Method

政策执行低效是中国环境治理中的一个重要难题。2014年实施的环保约谈制度作为一种环境执法监督新方式,促进了政策执行网络的形成,无疑是环境政策得到切实执行的关键。本文采用2012—2016年中国283个地级市平衡面板数据,利用双重差分方法检验环保约谈制度与地方政府环境治理效率之间的关系,评估环保约谈制度的政策效果,选取使用较为广泛的单差法、反事实、倾向得分匹配进行稳健性检验。研究结果表明:环保约谈能够有效提高地方政府环境治理效率,约谈当年效果最为明显,之后逐年递减,不具有长效性。本文的研究可以为政策执行网络的研究提供新的经验证据,为环保约谈制度的改进及环境执法监督体制的完善提供有益的启示。

Environmental policy enforcement inefficiency is an important problem in China. In 2014,the talk with local officials about environmental protection promotes the formation of policy implementation network as an new way of environmental law enforcement supervision,which is undoubtedly the key to the authenticity implementation of environmental policies. This paper drawing on balanced panel data of 283 prefecture-level cities in China from 2012 to 2016 and difference in differences method,examined the relationship of the talk with local officials about environmental protection and the efficiency of local government environmental governance,aimed to evaluate the policy effect of the talk with local officials about environmental protection. The results show that the talk with local officials about environmental protection has effectively improved the efficiency of environmental governance of local governments,but the effect was most obvious in the first year and decreased year by year. This paper can provides new empirical evidence for the policy network governance and beneficial enlightenment for the improvement of the talk with local officials about environmental protection and environmental law enforcement supervision system.
