民办大学校长权力运行特征及改进策略

A Study on the Features and Improvement Strategies of Presidential Power Operation in Private Colleges

我国民办大学校长权力运行在现实中的典型特征,主要表现出一些"相对确定性规则"。通过对广东民办高校调研访谈了解到,这些特征可归纳为"节俭财力规则""顺从控制人规则"和"非常规运行规则"系列等,具体表现与影响各有特点。其形成原因,有制度安排因素,但更多是权力依赖的结果。因此,改进现有权力依赖格局,增强校长对规范治校的权力依赖强度,增加并落实规范性制度安排,是改善民办高校校长权力运行的主要策略。

This thesis is to explore the presidential power operation features in private colleges.After a survey of the private col-leges in Guangdong province,it is concluded that these rules can be classified into several typical categories such as "financial frugality","obedience to controllers","unconventional operation" and so on,each with different manifestations and influences. Among what account for the formations of these rules,the most prominent is the dependence on power,besides institutional ar-rangement.Therefore,it can be concluded that the major strategy to improve the power operation is to change the present pat-tern of power dependence,to enhance the reliance of presidential power on standardized administration,and to make rules and regulations and strictly put them into practice.
