坚持党管人才 让人力资源成为人力资本——浅析出版社的人才队伍建设

2009-2010年间中央级出版社改制问题的博弈成为焦点,改制进行中首要的问题即为人员怎么安置,其实,我们更为重要的是应该看到如何将现有的人力资源发展成为人力资本。本文从经济学人力资本理论入手进行剖析,阐明要让人力资源成为人力资本的理念;从新闻出版行业的角度看人才队伍建设工作;在此基础浅析出版社的人才队伍建设。

During 2009-2010, the reform problem of the national publication institutions has become the hot point. Then the first problem came out, is the personnel arrangement. Actually, we should pay more attention to the method how we develop the human resource to the human capital. In this paper, through the Economy Theory of the human resource, we will illustrate the idea of transferring the human resource to the human capital. Also, we consider how to build the team in the news publication industry. Based on these points, we analysis the team building in the publication institution specifically.
