和谐社会视角下的信访体制反思

畅通有序的利益表达机制是构建和谐社会的重要基础,而信访制度是具有中国传统特色的公民利益表达机制。因此,对我国现行信访体制进行反思和完善,对构建和谐社会具有重大意义。笔者认为,信访体制改革不可一蹴而就,应该在和谐社会的视角下、在法治建设的框架下进行渐进式改革。

The mechanism for smooth and orderly expression of interest is an important foundation for building a harmonious society.In China,the petition system is a traditional expression mechanism of citizens' interests.So,the introspecting and improving of our current petition system are of great significance.to building a harmonious society.The writer believe that,the reform of petition system which is just a part of our Political reform's overall planning can not be done overnight.From this point of view,the reform of petition system should be a progressive reform which is going along with the construction of our legal system and the harmonious society.
