Evaluation Index System of Water Conservancy Precise Poverty Alleviation in Guizhou Province

【目的】响应贵州水利精准扶贫,总结水利扶贫任务的工作经验,研究水利精准扶贫实施评价指标体系,促进贵州精准扶贫攻坚战的打赢。【方法】依据相关政策和规划的要求,基于多维贫困理论,采用AHP法和咨询法,构建了评价指标层次体系,评价基准年为2015年,对指标进行赋值,运用SPSS、MATLAB软件计算得出指标权重。【结果】政策执行程度的影响力大于工程任务影响力,社会、经济、环境影响力还不明显。【结论】贵州水利精准扶贫实施评价指标体系,体现贵州水利在全力贯彻扶贫攻坚要求下,还需继续发挥行业优势开展精准扶贫,才能使得效益凸显。

【Objective】Since the implementation of Guizhou water conservancy and precise poverty, sum up the water conservancy construction task of poverty alleviation work experience, helping Guizhou precise poverty alleviation campaign to win. 【Methods】According to the relevant policies and planning requirements, using the AHP method and the method of consultation, we constructed the evaluation index system of the evaluation level with the base year of 2015 based on the theory of Multidimensional Poverty.We calculated the index assignment by using SPSS and MATLAB.【Result】The degree of policy implementation was more influential than project influence, and social, economic and environmental impact were not obvious.【Conclusion】That Guizhou water conservancy poverty alleviation accurate implementation of the embodiment of the evaluation index system of water conservancy in Guizhou, to fully implement the requirements of poverty alleviation, need to continue to play the advantages of the industry, in order to make the benefits of highlighting.
