公共外交视野下的中蒙能源合作——以塔本陶勒盖煤矿开发为例

China-Mongolia energy cooperation from the perspective of public diplomacy: the development of Tavantolgoi Coal Mine

以神华集团追踪开发塔温陶勒盖为案例,从公共外交的角度分析了项目开发面临的障碍,指出能源合作要跳出能源看能源,注重加强文化交流与人才培养,树立良好企业形象,争取有利舆论氛围,最终实现共享双赢的局面。

This study takes Shenhua Group's development of Tavantolgoi Coal Mine as an example to analyze the obstacles for project development from the perspective of public diplomacy. The article points out that energy cooperation should not be viewed exclusively as an energy issue, but attention should also be paid to strengthening cultural exchanges and professional training, building a positivecorporate image, and striving for favorable public opinion environment, so as to realize a win-win situation. It is hoped that this study will provide some reference for future energy cooperation between China and Mongolia.
